Read from the ordinance textTorrevieja is the municipality in this guide with the largest foreign population, and its council tax rules for solar have one unusual condition that decides who actually qualifies: a minimum system size tied to the floor area of the home.

How reliable is this page? IBI figures read from the ordinance text published in the provincial gazette (BOP Alicante no. 247, 29 December 2020).
| Torrevieja at a glance | |
|---|---|
| IBI (annual property tax) | 50% of the IBI quota for 3 years, if the system is big enough |
| ICIO (one-off tax on the works) | no solar bonus in the published text |
| Output of 1 kWp (PVGIS) | 1,636 kWh a year, panels tilted 35° facing south |
| Region | Alicante · Valencian Community |
Spanish councils may reduce two taxes for solar self-consumption: the IBI (Impuesto sobre Bienes Inmuebles, the annual property tax, by up to 50% under national law) and the ICIO (Impuesto sobre Construcciones, Instalaciones y Obras, paid once on the works, by up to 95%). Both are optional for each council, which is why the figures differ from town to town. Our comparison of 21 cities (in Spanish) shows how widely they vary.
PVGIS, the free tool of the European Commission’s Joint Research Centre, gives 1,636 kWh per year for each kWp installed at Torrevieja town (37.979, -0.682), with panels facing south at the optimal tilt (35°), 14% system losses and 2093 kWh/m² of yearly irradiation on the panels. A 5 kWp system would therefore produce roughly 8,180 kWh a year. A roof that does not face south, or that is shaded, will produce less: your installer should model your actual roof.

The council FAQ on self-consumption says the usual local construction taxes (building licence and ICIO) apply to a self-consumption installation. Ask your installer which route (licence or responsible declaration) Torrevieja’s planning department requires for your roof type before they quote.
The steps that are the same everywhere in Spain (registering the installation, the surplus-energy contract, what changes on your bill) are explained in our guide to solar panels in Spain for foreign homeowners.
Torrevieja had 106,350 registered residents on 1 January 2025, of whom 52.09% (55,390) were foreign nationals, according to municipal register data reported by Alicante Plaza. The largest groups were Ukrainian (9,512), Russian (5,926), Colombian (5,141) and British (4,708), followed by Moroccans, Swedes (1,840), Belgians (1,574) and others. In practice an English-language explanation is a shared language for many of these residents, not only for British owners.
The 5 kW per 100 m² rule makes the IBI bonus a sizing question: ask your installer to state in the quote whether the proposed system meets it, rather than assuming it does.
La Mata, Los Balcones, Aguas Nuevas and the other urbanisations inside the municipality are covered by the same ordinances as the town; they do not have separate rules.
According to the ordinance we read (BOP 29 December 2020), yes for 3 years, but only if an electric system has at least 5 kW of installed power per 100 m² of built surface. A smaller system does not qualify. Confirm with the council before you rely on it.
Not in the ordinance text published on the council website, which dates from 2011 and only bonuses 4- and 5-star hotel works. The council opened a consultation to modify it in April 2025, so check whether a new text has been approved.
All consulted on 2–3 October 2026. PVGIS: re.jrc.ec.europa.eu. Ordinances change, usually in the autumn for the following year: confirm the figure with the council before you sign.
